CONCORD isn’t “law enforcement,” it’s a balancing mechanic. It exists to punish, not prevent. That’s intentional, because if it prevented crime entirely, highsec would become risk-free—and that would break the core design of EVE Online.
From a lore angle, you can handwave it as empires tolerating controlled loss for economic throughput or political reasons. But honestly, lore follows gameplay, not the other way around.
Ganking exists because it creates destruction, demand, and player-driven conflict. A 15-minute cycle isn’t a loophole—it’s part of the system.
So the question isn’t “why isn’t it prevented?”
Question is “what happens to the game if it is?”

it is against the Yulia convention to allow unaligned capsuleers to blatantly flagrantly wage unrestricted combat in Empire space for fear of unrestricted warfare causing irrevoacable property and economic damage.
Furthermore: in Templar One, it was revealed that Concord rules in conjunction with the Yulia Accord and treaty with the Jovians…that proliferation of Capsuleer Tech or the advancement of said tech was illegal and was within the realm of Concord to declare war on any Empire/grouop that did this act. Hence in Templar one, with the creation of dustbunnies…Concord was in the very act of doing just that…
the real mystery…is why is CCP not pitting us against the empires or the empires against concord…even thought they have tied every other bit of cannon lore from that book nicely into game.

Concord does not allow you to gank…you are an unaligned capsuleer(meaning not in the NPC navy or police forced) that has not paid the Yulai fee(bribe) to be allowed to fire upon restricted targets…
So if you want to abide by lore…then you are wrong in Concord allows you to do anything Princess…cause if they did…suicide ganking would not be a thing.

I’m actually not an unaligned capsuleer.
I’m a High Princess of Khanid and Grand Admiral of the Amarrian Navy. CONCORD does indeed allow me to gank. I will come into a system, and CONCORD will be on the gate, and they will, “Good luck, capsuleer!” Afterward, they expect a small token of appreciation, and they gladly accept Clone Soldier tags as proof that I am doing my part in the war against the Clone Soldiers.
