Gankers will never be putting much on the line as long as the almighty concord instakilling gods exist. It´s only natural that gankers will use disposable and as cheap as possible ships to get the job done.
And in the current environment the only job is to kill the intended target as efficiently as possible in a ship that is going to die anyway. So there is no incentive for the -10 brigade to fly anything, where a possible loss would actually cost a little bit more in terms of ISK.
Now if concord would not magically instantly kill the attacker after x seconds and there would actually be a chance for a gank resulting in an actual fight I am sure there are a lot of âhigh sec piratesâ who would love to fly some more shiny toys.
DISCLAIMER: I am not saying that CCP should remove or dial back their power (even if I would love to see that happening). I am merely pointing out why there is no incentive for gankers to ever use anything other than disposable ships and as long as that is the case you will never manage to create situations where they are at risk of losing anything of value.

If you really wanted to hit gankers into implants easier and cleaner solution would be to just have concord pod them.
That being said I have my doubts on wether or not itâd change enought to warrant precious development time.
Correct me if I am wrong, but from my understanding Concord used to fly normal ships with normal fits, up the point where certain group of players managed to get of a fleet capable of tanking Concord response fleet and managed to tank them for ridiculously long time, which was what triggered of CCPâs change to give concord their haxes.
PS. frankly in my little perfect world concord would be escape-able and balanced to be able to survive against them for limited period of time only - so letâs say if you fail to escape the grid within X period of time, you will get blown up regardless of the fit, but with a proper one and skillfull maneuvering you may be able to escape the grid even with concord response on grid - they would attempt pursuit of course, and the criminal tag would stay on the ship (also preventing it from changing owner) untill itâs blown up.
Buuuut I ainât gonna complain about way it is right now - I can see the point why CCP wants it this way and I am able to respect that.
Ideas like locking gankers into their pods, or having concord pod the gankers instantly as well won´t have the desired effect anyway. If you put gankers in the situation where implants are not an option anymore they simply will stop using them. But at the same time you make another activity less accessable for people who might just do it for fun once in a while and especially for new players who do not have dedicated ganking alts.
So in the end full time gankers will not care about such a change, while you take options for gameplay away for other people.
On the other topic of concord itself:
Yes, concord used to be tankable⌠and rather than making them instakill offenders some tweaking to make them a bit stronger would have been enough in my opinion.
Concord always only should have been a support force that puts offenders at a disadvantage, but players should be the ones who actually hunt and kill the criminals.
Sure enough currently there are not many people interested in hunting criminals in high sec, but to a large degree that is because it´s simply no fun and there also is not really much of a point in doing it. If they attack anything they die anyway before you can respond to any reports of gankers being around, unless you happen to be just at the exact right position when they go after a target.
And as i have said above there is no interesting gameplay options available like that. So you won´t be able to get a decent group interested into playing cops as essentially it´s just a huge waste of time.
Now just imagine the following scenario:
What if concord would instantly spawn when somebody tries to gank a target, but instead of instantly killing the attacker a little force with around 500dps spawns (1 spawn for each attacker) and over time they recieve reinforcements. And they would be killable too. This would make ganking in destroyers a lot more difficult against anything that does not instantly die and will still be an almost instant death sentance for any smaller ships.
However you can take ships that can tank that amount of dps, but 500 dps right from the start put you at quite a disadvantage, which if you plan to survive for a while you can only offset by investing into more expensive implants and / or equipment.
Like that there suddenly are a lot more options for intersting gameplay. People have more time to get to an offender and to actually get a fun fight out of it and maybe the players who play cops might get some nice shiny mods out of it here and there.
The damage output per concord spawn could also be adjusted depending on the sec status of the system. Just as an example: 500 dps in 0.5 up to 1k dps in 1.0.
In return I would even be fine with another buff to the hitpoints of hauling and mining ships, so that there is a chance for people to get to you and safe your ship.
In any case this would create more interesting gameplay than the current concord mechanics, but something like that is never going to happen, because CCP lost their balls a long time ago.
Also I already can see some people whining that this would make it way to easy for people to be criminals. The fun part is: it will be the same people who complain about trigs beeing too powerful and who argue that essentially there should not be npcs that put people at risk in high sec, while they will defend a godlike concord that is a million times worse than trigs.
This is part of reasoning behind âmy little perfect worldâ scenario - people still could go suicide terrorist attacks as they do now if they really wanted, but also would unlock playstyle of a proper pirate - and pirate hunter. And restricting the criminal tag to permastick to the boat, would give some playing field towards people only interested in doing so occasionally. Could safeguard that feature with ban of docking to NPC owned structures so pirate would need a friendly citadel to swap out of âhotâ boat.
(And imagine now some pirating corp gets a citadel âhiddenâ somewhere in the high sec to park their criminal-marked ships between raids, and a group of displeased with pirate activity people could track it down and put under siege - that could be actually quite nice bit of story to tell on later )
Unfortunatelly for my little visions of how eve could be greater than it is, CCP runs on assumption that high sec crime has to be punished by loss of ships in which the crime was committed. Hence Concord is what it is, as people were avoiding to die.
Of course it would make it easier. Those kinds of solutions actually enable gameplay of proper hi-sec criminals, in addition to currently existing gameplay of suicide terrorist.

would fleet up with randoms, so they can kill them in nullsec.
Apparently they approve, so we should help them coming up with more.
I mean for starters they could instead of âkill 1 NPC get 10k SPâ do something like âdestroy 50mil in value get 25k SPâ. So itâs not exclusive to suicide ganking, but we could then offer fleet ups for people who want to get the SP by quickly dunking a miner or something. Maybe they even start to âhuntâ gankers to whore on the CONCORD killmail, which would obviously count as well.
