The harder the austerity the longer this game will live.
So, do CCP believe that players will be more willing to PvP with more scarce resources and wealth generation? Those with resources will do fine, those without will be forced into cheaper and cheaper ships, and more and more limited gameplay options.
Yes, a lot of players have huge stockpiles, but while they are stockpiled they do not add to the economy, and should not be taken into consideration when looking at the state of the economy. If people cannot afford to replace the ships that they lose, then they will not fly them… or buy them in the first place.
You want isk flowing, you also want there to be loss. Surely Greece has shown us that Austerity is not a solution 
And for new (or newer) players, who have neither wealth nor the resources to create the wealth, their game loop just got a lot more frustrating.
My understanding is that CCP wants to break the loop of:
- Get supermassively wealthy.
- Go PvP in big blobs/gangs of costly ships because it is something fun to do.
