Clearly the mining barge/exhumer changes in 2012 were a detriment. Prior to this a solo player could one shot any exhumer in 1.0 space and now you see those packs of Safety. folks having to team up. Surely this must be addressed and returned back to the days just after launch of Tornado and before mining barge ruining changes!
You need to think about the destroyer -25% ROF being removed that enabled such one shots six months previously, so think again.
In any case there are some mining ships that you can gank solo in 1.0 systems.

In Highsec, CONCORD, faction police, and gate guns will defend the target - so that’s why Highsec ganking is elite PvP.
In Nullsec, your ships don’t automatically explode after a few seconds. You can use a more powerful ship, and warp away afterwards. That’s easy mode.
Amusing that a PvE element is necessary to make it “elite” PvP…
But… warping away is optional.
If null sec pilots want a mode similar to high sec ganking, they can choose not to warp off, after 20 seconds leave the keyboard and silently wait for their inevitable demise.
Ganking in Highsec is more difficult, due to the fundamental design of the game. It’s a ‘safe’ zone’. Consequently, gankers are playing with a significant handicap.
Ganking is a duel in which gankers agree they will lose automatically, unless they win within seconds. Furthermore, they are not able to maneuver for better range, and they must commit to the engagement without the possibility of disengaging. Subsequently, even if the ganker wins the fight, they cannot loot the wrecks. Unlike a nullbear, they cannot just blap a ship and scoop their reward. Nor can gankers reship and rejoin a fight in progress.
In Nullsec, wormholes, and lowsec, blobs usually can kill the target without most of the DPS. Much of the DPS is redundant, merely whoring on the kill. In contrast, a Highsec ganking fleet usually needs every single DPS. Blobbears are incentivized to use more expensive ships, with as many people as possible, in order to win the fight. However, gankers are forced to be efficient, using cheaper ships and limiting their numbers - because every gank ship will automatically explode.
Highsec ganking is not a fair fight.
The odds are stacked against the ganker, and the carebear has every advantage. However, gankers are elite, and that’s how they make it look so easy.

I generally have no incentive to go to nullsec. What’s in it for me? I enjoy the challenge of Highsec ganking, and I’m bored out of my mind by blobbearing. Do you think I want to go shoot at citadels that can’t shoot back? No thanks.
I also don’t see you ganking Fortizars in high. Don’t it trigger concord the same way ganking a venture does?
It does. That is precisely my point. Ganking a fortizar in Highsec is much more difficult than killing that same fortizar in nullsec. Ganking is just more difficult than PvP in other areas of the game. Why would I want to go sealclub newbros in nullsec, when I can enjoy the complexity and challenge of Highsec?

I’m not saying you can’t enjoy highsec you just don’t need to pretend it is because of the “challenge” of extracting careless people from their ship.

We established that ganking in Highsec is more difficult, because CONCORD automatically destroys the ganking ship within seconds. Consequently, nullsec is the shallow end of the pool. Nullsec is where newbros go, joining Karmafleet, Brave, and Horde. Highsec is for elite PvP, and nullbears just aren’t good enough to compete.
No. We had a conversation about things you don’t do. And since you don’t do it you cannot have a informed opinion about those things.
