Not everybody considers EVE to be a spaceship shooting game. Victimization is not much of a saleable experience.

Unless CCP says otherwise, which according to the reply the OP got from a GM when she asked them, is the case. Their current stance on the issue appears to be that repeatedly targeting the same player over and over, even following him around, is considered part of the game and does by itself not constitute harassment.
So stop pretending you know better than a GM, or that the reply the OP got has to be fake just because it doesn’t meet your expectations, or that it cannot be the case because their stance on the particular case of bumping was different in a thread which they edited years ago, precisely to say that what was stated there didn’t represent their stance on the issue anymore…
I do believe that following someone around for personal, not game related reasons, might constitute harassment, but even that I’m not sure of, because unlike you, I don’t pretend to know better than them what constitutes harassment in EvE and what not…
