A kill right will be visible to anyone in the local system anyway. Whether 10m ISK is too high or too low really depends on what the target is flying at the time and also who the target is. Also, if you set the value too low, then the target can just get an alt of theirs to claim the kill…and then avoid the remaining 28 days of having a kill right on them.
Personally, as a suspect hunter, I’ve never yet seen a kill right that was worth it…especially as a lot of the suspects with kill rights will quite soon be suspect again without the kill right.
Just for the sake of accuracy, if I recall correctly, you have to be on grid with the person for the KR icon to show up and only afterwards will it stay visible everywhere else, but until then it is not visible in local.
