Liberation Day not working for fleets - bug or feature?

Seems the combat sites DO NOT encourage teamwork.

When engaging with the boss (Prophecy) the individual with the most hits get the points and the loot. The loot we can share but if the site is contested it is still ALL vs ALL which kinda defeats the object of a bunch of newer players working together on the sites.

Is this a bug or a feature?

Strange if CCP for once doesn’t encourage teamwork.
