I have not posted on the forums in some time, but decided to give this a shot in hopes that CCP actually reads these threads that they send us to vent on.
I will not be replying on this thread to trolls whining about my ideas. I’m offering a possibility, nothing more.
Ironically, I drafted the following prior to the blackout. I held off because I wanted to see what CCP was planning to do with it, but not that we are back to normal, I feel compelled to share. I believe Eve needs a shake-up. I am not saying this because of botting alone, but because of the state of in space gameplay. However, the solution should be simple to understand and offer compromise for two very different play styles, which is ever more clear when reading the posts on this thread. Alright here’s my proposal on the matter of local chat:
Consider a tiered system using security level to determine the delay before your name appears in local. For example:
HiSec = 0 seconds
0.4 = 20 seconds
0.3 = 40 seconds
0.2 = 60 seconds
0.1 = 80 seconds
0.0 = 120 seconds
WH = never
It would also be great to have a mechanic that allows alliances to decrease the local delay of their nullsec systems based on IHub upgrades. This would also bring more choice into play for the owners of systems and have dramatic secondary affects to the economy in a positive way while incentivizing active game play.
You would have to choose between better ratting, better mining, or better local response time. Here’s how it could work:
Create a new IHub upgrade path call “Intelligence Upgrades” or something similar. Base the unlocking of upgrade levels on how many members of the owning alliance jump into and/or log into the system daily. The levels would decrease the local delay for ONLY the owning alliance members in the following manner:
Level 1: 15 second reduction (105 seconds)
Level 2: 30 second reduction (90 seconds)
Level 3: 45 second reduction (75 seconds)
Level 4: 60 second reduction (60 seconds)
Level 5: 75 second reduction (45 seconds)
In summary:
- The local delay would allow for some level of surprise in PVP, while preventing cloaky cyno campers from hiding in a system for days on end.
- Fast moving fleets could move through nullsec systems without being detected on local counting intel channels if they clear system before the local delay timer, while larger fleets would be more easily detected without needing to hit the scan button every 10 seconds.
- Basing on system upgrades on activity within the system from the OWNING alliance and ONLY applying the benefits to the helps prevent system renting from large coalitions.
- System owners can choose between more combat sites, more industry, or more security.
- The numbers could always be increased if we felt the delays needed to be longer.
- Wormholes would still exist for those who want a total blackout game style.

Similar experience as Souverainiste here. Have played EVE 3 or 4 times since it was released but didn’t stay with it; the last being about a month ago and it finally stuck for me. I got killed a few times in null exploring wormholes but two of the times the folks that smoked me told me why and how to avoid it happening again so easily. Made me a better player quickly by NOT knowing if anyone was in space with me by checking LOCAL. I’m dreading logging back in now with the BLACKOUT lifted.
Not at all. Before you can bring about change you first have to address the problem at its source.
The current status quo is a direct outcome of CCP not understanding the game and how it is played.
The first thing CCP need to address is WHY and HOW did the game get to this point.
They need to address 1 at a time the underlying issues;
I’m not going to tell CCP how to do this (they’ve consistently shown they don’t care what players have to say) but it is what they need to do if they want to break the current status quo.
I think that the blackout was just dumb. alliances couldn’t do crap for security and as far as i’ve heard alot of players just stopped playing. I personally stayed away from anything nullsec related due to it.
2 minutes would be litterally no different from having no local at all for ratters.
I need max 30 sec to find range via d-scan and start warping to site.
I’d say about 5-10 seconds would be reasonable for warping to first site and start d-scanning along the way
Have 3-4 ceptors and it’s still practically a guaranteed catch if ratters stick to the most profitable sites.

It makes a difference if your coordinating a BLOPs drop.
It makes a difference if your on one of 10 cloaky camping alts.
It makes a difference if you are coordinating a drop to steal excavators.
That is three instances where there is a dramatic difference in a 2m delay to the population vs local never populating at all. I am sure there are many more particular to other playstyles that you and I are not accounting for as well.
Just because it makes little difference to your particular style of play/set of circumstances does not equate to “literally no difference”.
I did say litterally no difference for ratters wich were a large chunk of the people that left because of blackout.

If your a ratter, and theres a cloaky camper in your system thats been there for 7 hours… it makes a Fing difference.

As new player black out is not an issue . A year to train for carriers is though. Will I pay a Hundred dollars and wait . I doubt it .
Maybe the real issue is that you feel like you need to fly a carrier to play the game properly. There are hundreds of other ships that build a natural progression up towards capitals, but since they’re all completely overshadowed by capitals for PVP, ratting and mining they feel like a waste of time.

Seriously, you haven’t been paying attention? They killed it because there was a huge drop in player logins – basically, it had the opposite effect as intended.
- players stopped logging in
- bots moved to high sec
- performance bonuses were put in jeopardy
I can appreciate this perspective, it’s a sandbox, do something different then your normal routine.

Great ideas! Null used to be dangerous and when I lived in null we always fought, had ‘eyes’ on every gate and intel channels were active as we flash formed fleets to deal with hostiles.
Now null is a blue donut of safe ratting, getting space rich with supers and titans everywhere. When a small caracal fleet gets dropped by a titan, well that’s just pathetic. No more good brawls. HS is more dangerous now with all the gankers.
Null is supposed to be dangerous! And it was great fun roaming during the blackout!
While I believe null should have local like wormholes (and no asset safety), these ideas are a good balance.
We always adapt to whatever CCP throws at us - the strong survive! Null is supposed to be dangerous - Bring back the blackout!
If you’re new you really don’t want to get in a carrier right away. Abyss can make quite similar profit to carrier ratting but the Gila is much more useful for younger players over all and you can start flying it in no time.
