See now your problem is your dumb assumption that all pvpers know literally everything about every system they go to when in reality they’ll now have to scout out the system beforehand for a decent count of undocked ships then warp to structures to make sure there’s no docked defense fleet in system AND nearby systems. Then after that huge task they have to pick targets. Of course there’s no local so they’ll have to actually get on grid if they’re gonna look at zkill to see if it’s probably bait or not after which they’ll either proceed or bail. At each and every step of that process you as the potential target can easily notice them and escape or set up a cloaky camp near your ship. Especially when they uncloak coming in through the gate. You don’t even begin to consider the ammount of prep work that’ll be involved for a covert hunter group to work “safely”. It’s so very easy if your paying proper attention and coordinating with allies to deal with covert ops ships. I’d even say it’s easy to deal with them when you know they’re hiding around. YOU. JUST. SUCK.

Everyone who hunts using it knows this. Zkill doesn’t show ■■■■ unless your looking at a specific person to see their loss history for fitted cynos or lack thereof.
As for “100% risk free ganks” no such thing. Not now and not during blackout. You just ignored everything I said and acted like defending against covert ops is impossible yet again even though wormholers have been doing it for decades.
If nothing else how about you use your own covert ops for defense like wormholers do you ingrate!? Nothing an attacker can possibly do will let them know there was a covert ops group already in system waiting for them. It’s so unbelievably easy to figure these things out. There have been guides available online for HOW DO DEAL WITH CLOAKIES IN NO LOCAL ENVIRONMENTS since literally 2009. Covert ops cynos change almost nothing about that while gates make spotting them early easier.
