not all pvp content is listed on a killboard, ive been involved in hour long fights where only some tackle has died at the edge of the fight for example and many many other small skirmishes centred around positioning, almsot catching something but eventually going seperate ways with a ‘gf’ in local.

This change does not work for the following specific reason.
In wh space D-scan works in that if you live in the wh you have a specific name ticker to identify your ship so on D-scan you can almost instantly tell neuts apart from blues. On the other hand if you are just a visitor to wh space dscan works because you know who your buddies are and anyone witha a different ticker is a neut. In both cases dscan works.
In nullsec due to the fact that a coalition can have hundreds of corps it is not possible to have a common ticker and eve if it were it would be easily copied say goons would have a specific ticker so if you go in wh space you copy that and go. Also Nullsec spans hundreds of systems not one system like in wh space. So these two factors make dscan useless in nullsec. For nullsec inhabitants they can use it and it tells you nothing there is no way to identify friend from foe.
That means aside from being blind to local you also have no effective tools for scanning who is there.
