(I haven’t thought out the Hyperion Navy Issue nor Rohk Navy Issue yet).

Amarr has the Armageddon Navy Issue with Neuts and Nos already.
There are already battleships that do armour Logi, the Nestor and Leshak, for example.

I would like to see a Maelstrom Fleet Issue that can either shield tank and shield logi OR armour tank and use target painters or webs.

I think the way to achieve that, would be to give it a bonus to shield logi, webs and target painters, then limit the number of mid slots and give it more base shield resists, so that it must chose between shield tank or utility.

Flying an armour tank with shield logi would be super niche and hardly worth thinking about.

The Maelstrom is the equivalent to the Abaddon, not the Armageddon.

In that case, are you proposing then that the Typhoon Fleet Issue get a Target Painting bonus and the Tempest Fleet Issue get web and remote shield bonuses in addition to everything they already do?

No. I’d suggest that we get Navy versions of the Tier 3 Battleships. I was just correcting the comparison of the ship tiers.

There is no tier.
It would be a Maelstrom in model and name only.
