Well, you are - being cloaked does not mean you are absolutely protected from all possible threats.
There’s a way to ensure that you will very likely not get caught, though.
But to come back to what you named: CCP implemented something which is contrary to what they said and kept it in game despite knowing of it.
Does this mean they lied? Most likely not.
Does this mean they like it? We don’t know.
Does this mean they they will change the concept? Probably, depending on what’s the truth in regards of the first two question.
CCP is in a position where they can say: Oh, that’s a feature from now on! So it’s not really about the general concept of EvE as it is about what’s in the game and stays over iterations without any bug note. It’s not even an exploit., CCP knows about it and tolerates it even.
On a meta scale, we have the concepts of: If you’re cloaked on a safe or docked, you’re not going to die.
With the changes I proposed, you will be able to kill someone because you know they are vulnerable. You just have to bring the effort.
My friends roamed delve only to find bot pilots and report them dude. You know its good for the economy.

Yes, it is well established that Goons have computer rigs with twenty+ PC’s just for bot mining, ratting and ganking, so one person can be his own standing fleet and mining fleet and there are at least 30 players in Goons that I know of that can do this.

You don’t. The fact that a player is able to ignore your bait (whether by going AFK and ignoring all bait or by being ATK and ignoring your particular bait attempt) is not a problem. You are not entitled to get a killmail just because a broken intel mechanic tells you that a player exists.

That safety is only achieved by doing absolutely nothing but sitting idle in a safespot. Attempting to do anything else results in risk, and a chance of a kill. If you take away the broken local mechanic then you would not even be aware that the AFK player exists.
But at the current moment i know you are there totally safe, maybe you are even paid to do this while you are enjoying 100% safety. its bleeding
Yes, because Goons have such a strong economy in Delve it can only be bots.
And because Goons chase down these intruders it is now bad because…well bots. If that is the case you should advocate for the removal of local. No local makes it easier to hunt bots. In fact, bots will likely stop instantly until programs can adapt to the lack of local…if they can adapt.

I did not say that, but its very unlikely. Someone with 30 clients running can fleetwarp to dock but you have to give each client a docking order, which cant be done in 2 seconds, so it was automatized, or they were 30 different people all with the same names.
edit. i said its easy to drop 150 supers or anything that moves when you have 30 rorquals mining all day in most of your systems.
I was in Goons for a while… I know they do it.
They even have preset programs they provide there pilots and programmers to keep the multiple computers slaved up.
