The key issue is that higher skilled players that know how to generate isk need to fear something.
At a certain point in game you cant lose ■■■■ that would actually hurt you.

Then ganking should hurt those doing it. If death is supposed to hurt, then it should also really hurt those committing suicide by Concord. This is not a one way street. It should hurt both parties.
The gankers should have to skill back into the ships they just lost.
