it has been awhile since i made a t3 hull and i forgot where to make it.
It used to be in a POS but in which Citadel i can make one now?
Can anyone advice me?

You can make them in any citadel but reactions are restricted to Athanors and Tataras, you do need the manufacturing module to build and the reaction module to do reactions.
