With the moon patch now slated for October 24th do we know where the blueprints for the refineries and associated rigs will be seeded?
I would assume the same stations as all the other upwell structures.
I wish CCP would have been a bit more intelligent and made any Upwell-related BPO available exclusively in stations of proper Upwell conglomerate corporations and not just about any corp there is.
https://forums-archive.eveonline.com/default.aspx?g=posts&m=6299929 - Upwell has conglomerate corps in all 4 empires and some NPC null sec areas too. That would make a lot of sense as well as create some tiny choke points on where you can get these very valuable Blueprints.
Personally I would prefer, higher level BPOs only be seeded in NPC nullsec.
