Shooting NPC’s in drone regions is also gambling. You are getting ammo (isk/Plex/RL isk) that it will drop an item people actually want so you can sell it for isk/Plex/RL isk

Allright let’s be clear here. The fact that core parts of the gameplay produce ISK (ISK faucets), results in a huge ISK supply in the game. CCP selling PLEX which offer a highly limited amount of functions, which are part of the base functions of the game. The transit character of PLEX results in this:
CCP let’s you buy an option to do something with PLEX in-game, an option that you can (regarding the game mechanics and established gamers behaviour) can be 100% certain will yield you ISK. CCP gave other players ISK in exchange for them doing something in the game. Now they offer those players to give the ISK in exchange for PLEX (gametime).
It’s a well established circle. CCP wouldn’t need to sell ISK directly or buy PLEX on the in-game market with artificially created ISK (well they could, we wouldn’t know), because there is enough ISK in game to guarantee the monetary transaction.
Just like in a classic street drug deal. You give one guy the money, another drops the package.
It’s like security through obscurity. Rational people will look through it.
