Mining ships do not really need a propmod, they can easily get in range to the next roid while they mine the current one. Not even counted that in most cases a bouncespot for rewarps is way more efficient, because you start at 0m to your next roid, which significantly reduces drone travel time.
In most cases a propmod even hurts your ability to escape any threat on Dscan, because it seriously prolong your aligntime for a warpout if you are surprised mid-cycle.
The case is completely different with a combat-ship and not really comparable. A Mining Barge without propmod can completely fill its role, a combat ship without propmod can not really fight, rare exceptions not counted. You can neither catch something nor keep something tackled for a kill efficiently, so for the standard-purpose of any combat ship a propmod is kinda mandatory. As said, there are few exceptions but these are really niche usages.
Yeah, it would explain a lot. But I wouldn’t exactly call Apo Bong a trusted source. He’s a self-admitted alt, claims irrefutable proof without sharing it, and is making accusations that “stir the pot.” I’m not saying he is intentionally lying or inadvertently spreading misinformation, but I am going to try to maintain a healthy level of skepticism here.

Also if they use a higs rig for the quicker get away, another reason not to fit something other than a drone speed boost or a shield boost in that now open mid slot.
I just got done mining for 3 hours. Not a single ganker showed up in the system in all that time. Nobody asked me to show a permit.
Avoiding being ganked is easy. In addition to keeping aware and having gankers on bad standing, there are numerous systems where you only ever see a ganker once in a blue moon. You’d think after being ganked in Isanamo for the 27th time…any miner would grasp that.
