No more Faction Police on certain grids

Eitherway, whether the OP originally meant faction navy instead of faction police. Just no.

The only place where I would disable these to spawn would be in “deadspace areas” ie. behind acceleration gates. That they just spawn there out of nowhere is not logical at all.

Also, logically their spawn, both police and navy should not be constant and should be based on the location of the player - around station/gate? nearly instant, around celestial? Current delay. Elsewhere? Few seconds more.

I am not aware of any difference other than the spawn conditions, but I could not say definitively whether or not they are the same in every other respect. I have a basic academic knowledge but no direct experience so I would have to defer to someone who knows better.
