Seeing his response to your proclamation it appears you’ll have to enforce your rules on the Frostpacker by force, failing to do so will just encourage him to go even further and prove you are powerless to stop him and free minded people like him who are unwilling to pay for a permit.

There are plenty of groups in null willing to extort people for ISK for much better ores.

With the new sov system, they can even dial up an order for which ore they want…

An interesting question.

In this moment of our shared reality, the world is engulfed in man-made systems. Nations, borders, laws and regulations - these are all declarations that we have imposed upon the world.
When we employ the necessary strength to enforce them, they become real.
When we consent to the declarations, they become real.

The mining permit ingame is just as much a man-made declaration like all the other ones before. The reality of the permit is measured in the ability to convince others or to enforce it.

It is a topic with far reaching consequences that have been relevant throughout our entire history, is still relevant today and will always be relevant in our future. Entire kingdoms have warred over and fallen apart over this question of legitimacy.

In that sense, again, the mining permit is no less real an object than any other items I have brought up earlier. Without anything, it is just a piece of text. An abstract idea, like the lore descriptions of items, ships and et cetera. It is only through enforcing it, or convincing of, that it becomes a tangible reality for you in the EVE online universe. That would be my thoughts on this topic.

Since they can be sold then Mining Permits are real. You can’t sell nothing, for it will assume value the moment someone would be buying it.
