As someone who has made billions of ISK, had by subscription paid for, and all around received the fairly universal love and respect of an agent of the New Order, I can say for sure that mining permits are very valuable and real indeed.

The game he is talking will be real life. If you pissed off the wrong gang, they would put concrete on your feet and throw you into the river . You could breath underwater, till you didn’t and spend eternity at the bottom of the river, no more EVE.
And they think getting ganked is the end of the world?
I don’t go pissing off gangs in real life. Only in Eve. But the same lessons apply- don’t be where the gankers are and you don’t need a permit. No be there! 
To answer your question, I don’t get it either. So you have to buy a new ship… big deal. Getting ganked is nothing bad. I don’t understand carebears. I never really understood that term until I read these threads.

Nah. I make friends with the other miners… and the occasional bump ganker. That was a fun day. He was a pretty cool guy. He piloted a Stabber.
So what you waiting for? Get into a stabber and have some fun.
Had fun with a stabber once, well it was actually a vagabond. Got hold of his balls with my jaguar. His vagabond looked nice on my killboard.
