The bug has been sorted out on my end as well. Feb 23rd 2021
Ingame the bug has been resolved for me 
I cant see it here yet, but I think the cache will have to catch up.
I mean I’m still having this issue, and I see plenty of other facelss people ingame - anyone else still suffering from anonymity syndrome? 
Just to check, have you tried making a new portrait after it was fixed?
I guess (at least some of) the faceless people haven’t created a new portrait yet.
