Why not make bounty system work. here is my proposal.
Option A and B are visible(Depends Read forward).
Now here my opinion diverges into 2 was:
Divergence 1)
If multiple people have bounty ONLY highest A is visible, but all B are cumulative (highest A will trigger ALL Bs)
Divergence 2)
If multiple people have bounty ONLY highest A is visible, and only connected B is triggered.
Continuation:
When B has been triggered by A enough times and the connected C poll is depleted that is it.
Aftertought:
POD bounty is seperate from ship bounty. Triggered in same way.
Good:
Higer isk.
more stable isk income.
Dont see direct way of scam manipulation.
Concreate goals. I dont care if somebodey pod is blow up i want to see 1bill implants on kill mail. Also… what’s the point of killing riffters…

There has to be a system that prevents casual putting bounties. A tax on putting bounties, kill right in return… something cause of disposable alts. Has to have a negative impact on person putting the bounty.
As someone who used bounties well by targeting not my opponents main but hauler alts, I feel I am owed a refund.
I bountied one player clean out of Eve and now if he is reading this he can simply return from the shadowverse that is IRL? What a joke, refund me my ISK.
I also propose that given players pay 500 PLEX to fly omega that there should be an option where I pay concord 1000plex and that players omega status is removed. The 2x fee will insure defenders advantage.

I think the question is whether they intend to enable it, or are they planning to never mention it again? I am a big fan of the bounty hunting system, and feel like it’s unreasonable to eliminate my playstyle, just so nullbears can analyze blob performance.
CCP should delete the blobbers, not the bounties. Not everybody feels the need to cram thousands of players unto one grid, especially not when it undermines the rest of the game.
The bounty system is my favourite part of the game, so I hope it returns soon! There’s nothing more satisfying that finding someone with a bounty, killing them, and collecting a reward for your good work. The bounty scaled to the value of the target, and it was a great incentive to hunt down people with a bounty!
Maybe they should just disable bounties in nullsec, and re-enable them in highsec?
In 2014 with then Rhea release, CCP removed medical clone states and promised there was a whole lot of design underway to make play around clones meaningful. The devblog said a bit about it:

Except it was meaningless at best and an abused mechanic at worst. Not all sand adds value to the sandbox, some even takes away value, so removal of sand like that can be a good thing.
Sure, that’s one opinion, but not universal; and ultimately the old mechanics isn’t worth discussing anymore. The specific mechanics weren’t the point of the post.

During a heavy TIDI fight, I noticed a killright check among outstanding calls, despite being in null security. Seems like a totally obsolete call to the server that does nothing expect making TIDI fights even more laggy.
But, hey, it’s CCP, must be too hard for them to fix code that goes like this:

The kill right icon still appears in selected item window and I have even tried to activate them which gives the same old “activating kill rights in null security space is futile”. I haven’t seen anyone with available killrights in highsec lately, so it may be that the game doesn’t check for them in that part of space but it does in nullsec which I found silly. If you hit Ctrl+Shift+Alt+M and open oustanding calls, you’ll notice a kilright check among them, which is something I wouldn’t have found out if I wasn’t in a heavy TIDI fight.

I was out at the shops yesterday and I came home to find I was 15 million richer from a kill right activation on a guy that tried to kill me the other day.
Combat anomalies are called combat site once you scan them.
