What your describing looks a lot like civil rights guaranteeing full legal protections against discrimination for sex, religion, race and so on. And we agree here. I don’t think there are many nations that do not have these protections. What is different is the speech part. Recently in Canada there were 3 mosques that were exposed in the news for calling for the death of the Jewish. The only reason they are still there is because Canada’s charter of rights does not have laws against being a dumbass or having dumbass ideas. If we all began to legislate stupidity we would all be headed for prison. The laws are there to protect you and me against actual discriminatory actions taken against us, not the thoughts or words we don’t agree with. We don’t need to limit speech, even dumbass hate-filled speech. It is better for us to hear it and discuss it until we see it for what it is.
It depends. There’s all kinds of internal guidelines about frequency, severity and such (for example 5 warnings in 2 months is way worse than 5 warnings over ten years). The purpose is to give people a chance to learn and adjust and if they don’t show an ability to do that, they may end up getting a temporary ban and eventually a permanent one. It’s all up to the person in question really.

Probably not. But the classic advice is not to violate the rules in response to a violation. If you respond equally, you are opening yourself up to possibly being successfully reported. This is a game for smart people, be smart about it but don’t be afraid to have fun
Really broad question but in general players don’t have all the info to judge what’s appropriate in each case. For example they don’t know the other player’s warning and ban history etc.
We’re not putting people in prison or violating their constitutional rights potentially. We’re a business doing our best to foster a healthy community. Drawing precise lines publicly isn’t going to make anything better for anyone.

If this is done by professionals on expensive tools, it requires a special prepared expert team to study the source to determine its fake satus. New kind of applications allows to stamp high quality fake audio, video or other source of information by trivial users even. I hope CCP has a dedicated team to identify if any respective reports aren’t fake.

Yes, “don’t be a jerk” can probably work most of the time. But if your definition of “jerk behavior” and mine differ…it is in that area of difference where problems can arise. Which is why further clarification could be quite helpful. Especially in EVE where HTFU was the rule of the day.
