What does 2018 gave to do with this? I must say the games I have played where the population is younger have the most vulgar language, while in EVE it is relatively harmless.
If you send a report for every little f word someone drops they will either blackhole your reports after a while or give you yourself a warning because you try to abuse the reporting system to police behaviour of other players and not for what it actually is, reporting of abuse and harassment.

I agree that is the correct section for the guy in the screenshot you posted. If I had encountered that I would have reported that myself as I have many times. But this is a very explicit case. I was actually talking about someone dropping the f word. If you over do it with reporting you will become the problem.
The goal of the TOS and the EULA is to provide the player with a great gaming experience. The goal is not to police language at all costs or push a political agenda.
