How do I remove it. It is extremely annoying for it to pop up when I’m going through my inventory.

Tooltips delay – set to max (it’s under esc – User Interface). Can’t completely disable it, unfortunately. Yes, it’s annoying.

Tooltip delay is indeed a good option!
There also is a setting to make the pop-ups smaller by removing all the skill requirements from the pop-up, if that is what bothers you. It helped for me.
