Around 19:00-20:00 it is often there, I have been on at 12:00 and 02:00 and seen 28-30k too. Long periods of the weekends it frequently goes to 30K+ and to my eyes it is becoming more and more regular this range is hit and held. It happens a lot - damn, it’s actually a bit of a surprise if I see it below 20k in the evenings now.
But that doesn’t matter does it because even if someone took you to the mythical and magical centre of the whole internet and showed you pulses of data and showed you how to count them and you did it yourself you would still say it was false cos you want it to be.
As for how many are on in your most recent “timecheck” yes - a Tuesday evening when the far east is asleep and the majority of America is at work/school. Bc timezones.

Well you must have some sort of magical launcher because I rarely ever see the amount above 20k during the week. Currently it’s 8:15 pm West Coast USA and the Launcher shows 17,728 players online.
Course that’s a lie since it’s actually characters, not players. The same goes for the Eve Offline Status app, it takes a snapshot of the amount of characters logged into the game at various times and then does an average for a 24 hr period. Also you should take into account all of the Skillpoint specials CCP keeps doing, those change the stats and make it look like more players are logging in when actually players are logging in their alts to quickly collect some free SP’s.
Go look at EVE offline, read the 1 week graph.
Log in event characters hardly effect concurrent logins because they aren’t online long enough to cause a real blip

I’m not sure how the app works, maybe it just monitors the Launcher stats. However the Launcher probably counts each character Log in

If a character is only logged in for log in awards they are only logged in for a few seconds. So they only count towards log in numbers for a few seconds. I mean… It’s a no brainer that that is the case.
Now either EVE offline constantly measures the launcher stats which case the fact they log out is counted or if it checks on a timer most of them never even get counted as logging in. So either way they don’t cause significant difference to the stats.
And in both cases the number of characters logging in for awards at exactly the same time is going to be low.
P.s. you made the claim here also, burden of proof is actually with you, I’m just being nice.

TIMEZONES - THEY REALLY ARE A FKN THING!!
20:15 west coast US is 04:15/05:15 here in Europe and lunchtime in Japan/Korea so the majority of the people who play EVE are either still asleep or at work/school. You have to keep in mind how the population of this game works. It is NOT that heavy with American players - it is very biased towards EU/Rus/Far East players. Yes, that’s right - EVE is a prime example of not everything revolving around Americans. That may seem terrible to you but I can assure you it is quite a common thing.
The “Skillpoint specials” you mention have been shown to have a negligible impact on player numbers. To be fair - why would they? I rarely bother doing them and I am logged in and playing already! Go out of my way to shoot something for 10k SPs on all my chars? Or even some of them? Sod that - it would be a total waste of time for me. To do that for a poxy 10k SPs each time when a lvl5 skill would take 25-500 days (ok yes the 500 days thing isn’t the most common but it is still a thing) so let’s for the sake of argument… idk… 40 days?.. to gain this way.
Dress it up however you want to, 10k SPs is genuinely unappealing &/or pointless when you consider the fact that even as an Alpha you could just log in to queue a couple of skills up and then log out again. As the levels get higher you log it in once every 7-19 days to add a lvl 5 to the queue meaning you can spend 3 minutes every 1-3 weeks to “passively gain” a few hundred thousand SPs with no effort.
However, that is getting off of the point. The point currently is about the numbers online. Timezones change what people will see depending on where they are. I am not just pulling numbers out of the air or making up stories or whatever - I have no reason, need nor desire to fabricate anything just to debate something with someone thousands of miles away - to do so would invalidate the whole thing anyway.
As a last example of the numbers I see logged in - leaving aside the whole “how many are people and how many are alts” thing - yesterday evening (my time ofc) I left the PC to sort out dinner at around 6pm (my time) and there were just under 26k accounts logged in. After I had eaten it was a little over 27k and a couple of hours after it had dropped to something like 23.5k. For me - in my timezone - this is NOT unusual to see.

As Xuxe Xu said, it’s the characters of a nutbar who pulls a screaming madman impression here on the forums because it’s the only way he knows to get people to react to him. He went Balos → Duro Periphar(sp?) → Darlo.
After he’s on enough block and ignore lists (he does a lesser version of the blithering, blind to all fact and reality, “I am right about everything and nothing can prove me wrong” act in the help chats), or people just stop responding, he biomasses the character and creates a new babbling idiot avatar.
The many, many responders with their constant “shut up Balos” are usually the same drama trolls you can see in any thread. They know who he is and what he does, they just can’t stop themselves from responding because for the most part they’re here for much the same reasons he is. They’re just a little less unhinged about it.

Well just so you know, if you run into him in the help/chat channels, he actually isn’t half as nuts as he appears to be (until something triggers him to put on the Balos persona for attention). He also spells better and is more reasonable and uses less fractured grammar.
Apparently he finds it amusing to watch you folks reply, and you find it amusing to watch him reply, and so the 8 or so people involved fill endless threads with hundreds of useless posts because you all find it so very amusing.
Hence, “for the most part they’re here for much the same reasons he is”.

Just because you don’t do them doesn’t mean nobody else is doing them. In fact I highly doubt CCP would continue offering them if they didn’t have a noticeable affect on player log-in numbers.
Peak PCU reliably lands at about 8pm Europe time every day.
There is a much smaller but also reliable bump at about 7-9PM US Central time every day.
Currently this bump is approx 70% the PCU Peak most days.
You can easily tell this by actually looking at the 36H EVE Offline graph, which shows the data points at approx 4 minute intervals which they measure by (They may take data points more often than that, this is just running along the graph with my mouse shows that).
Now stop asking people to ‘prove’ clearly obvious information. Next you’ll be asking people to satisfy your demands to prove that water is wet, that’s how basic the information you are trying to deny here is.
