Where I live the Liberals are right-wing and the left-wing are Socialists (and far left are Communists), so I assume @Taylor_Hartz is a very frustrated Socialist or a Communist. Though living here it would be viewed as extremist to paint people by their political views.

Just make players with low standings permanently red in high-sec and free for all to kill with no CONCORD retribution. Bring back bounties that players can put up for low standing players that attacked them. Them make it so you get downgraded to a low stating after the first time you attacked someone unprovoked.
If pirates want to PvP that will just open them for PvP all the time.
We all know what happened with Tatchers and Reagan trickle down theory. Poor stay poor and rich get rich. That’s how it goes and everybody knows. (Don’t know why leonard cohan pops up in mind now)

Then make the players with a security rating less than -5 ineligible to fly anything over corvettes, transport and mining ships.
If carebears want to PvE that will just open them for PvE all the time.
Not sure that will work, but declaring open season on pirates will require them to fly around in more expensive ships and not just gank you in cheap PoS for giggles.
