Also, quick question: without using Pyfa, how many catalyst pilots would I need to kill a retriever before CONCORD responds in 0.7 space?

Low-Intellect here. My new game is to sit on a Venture in lowsec and watch him mine, and wait so some other low-intellect comes along to kill the Venture; likely in something way better than a Venture killmail.
