What is meant with “deploying FLEX” ?
FLEX structures are very specialised structures, fulfilling a very narrow and specialised set of roles. They are extremely quick to deploy or decomission, and also easier to destroy as they offer no Armor Reinforced timer. FLEX structures do not offer docking capabilities at all and can not be fitted, the service module for their function is integrated with the structure. The FLEX structures can be boarded like another ship in order to set them up and online them.
The ■■■■? 4 billion ISK for a single timer defense? That’s more valuable than the structure itself if its a medium sized, meaning theres no reason to do it from a money standpoint as it’s literally cheaper to replace than hire, and the mercs might not even succeed as your supercarrier-from-2000km example points out
Most ridiculous thing I find about this new system is that some core prices are ~10% of value of the structure and some more than 100% of the price of structure.

The reason to consider paying such an exorbitant sum for mercs was weighed against the cost of canceling the jobs in-progress (time & materials), as well as the cost of any BPO involved (asset safety is 15%).
When you’ve had a research job going for the better part of a year, and / or paid over 3 billion ISK to start it, you have a great deal of incentive to see that it completes.
Also, that 4 billion was only the starting cost for bare-bones no-name mercs. There can also be additional costs depending on the mercs hired, like extended travel costs, loss reimbursement, lowsec surcharge, etc.
A sunesis or T1 exploration frigate with a cargo expander or at most few can get that much cargo space, the sunesis doesn’t even need cargo expanders so can be fully stabbed too and has omni-resists.
Edit: Though a fully stabbed nereus with the pre-initate warp trick can grab more stuff and still has a good chance to escape it is quite fragile even if fully tanked but cheaper so might still be the better choice depending on the situation. Outside hi-sec though probably the frigate / sunesis is more survivable… I guess, especially as the sunesis can be made to align sub 2 sec.
