Because there needs to be something to start from even if everything else is destroyed. NPC stations should remain invulnerable but have higher fees, player-built structures should have lower fees but no asset safety. Take your pick, risk vs. reward.
If it’s ok for CCP to arbitrarily change asset safety for any container, then it is equally ok for them to change asset safety in any other container. Why shouldn’t they just randomly add a hole to the PLEX vault, or maybe add a fun mechanic that directly bills your credit card for exciting new ‘content’.

Yes, why shouldn’t they? In the end, CCP have all the rights to do whatever they want with their own property.
It will add fun and exciting new content to dig into someone else’s PLEX vault. They thought they were safe, but EVE is a game about risk! They can add a fun little minesweeper video game, like with exploration missions, and if you hack your way in - BOOM! You get all the PLEX!!! After all, CCP has the rights to do whatever they want!!!

If you dislike the changes, you can always vote with your wallet, like any responsible consumer would.
You should be able to poison someone else’s capsule. Haha, they thought they were logged out and safe, but if you find an NPC station with capsules in it, maybe you can slip an extra 100’000 isk to an NPC and if you roll a natural 20 on persuasion than BOOM you can poison all the pods and take all the implants! EVE is a game about risk, hahaha. Sounds fun.
CCP can do anything they want, so I’m sure that’s a good reason to do all kinds of stupid stuff right? Because the right to do something inherently implies that you should do it!

Aren’t most people also lurking ingame too? Spinning ships in stations?
For the most part. Ask the ISD, there’s not more than 200 ppl who bother to post.
EVE-Offline.net would need to update their graphs to differentiate between Omega logins and Alpha logins… if ESI permits the distinction… CCP can brag about increasing login/activity/retention, but let’s see how many of them are alts/lurkers/non-subbers in general 
Some players have no problem making tons of ISK passively as Alpha - they can save it up for when EVE is worth PLEXing again
