I heartily support the “Fly Safe” announcement when a player undocks.
Gallente stations should be playing a Permaband song or two from time to time.
Caldari could be promoting the use of missiles - “Pilots please secure your missiles before launch and remember that nothing says I love you like an Inferno Fury” - this could be a Valentine themed sound clip 
Amarr - “A prayer before you launch, Paste before you lock them up”
Minmatar - “Fly Fast, Fly Free my friends”
Jita 4 - “When doubling your ISK, remember every ISK counts”

By serving to give players more engagement with the factions, even as background.
No, a CCP employee went out of his way to interact with the players. At no point did he say botting was good, or that botters shouldn’t be opposed. He only gave the people in FW a nudge toward shooting one another. That’s it. You see botters, report them to Team Security, same as always.
Not a huge number, but not an insignificant portion, either. As for ‘how they play their chosen play style’… FW’s got rules. It’s got mechanics designed to push certain activities. Shooting your own side isn’t one of them. Keep in mind, these were players actively attacking non-botters who were trying to, you know, do Faction Warfare by plexing in enemy systems.

As i said, I and thousands of others aren’t interested in Faction related Lore rhetoric, which is the only thing the OP is asking for.
Role playing Eve is great for those who choose to play that way - The rest of us don’t need to hear about it.
Give them a specific place or an OPT IN if they want to listen to lore related stuff.
My main is Gallente - Doesn’t fly Gallente ships and has NEVER been interested in Eve Fiction.
Stories about things that actually happen is what makes Eve go around - Not some fantasy story line and certainly not by some Dev interfering with players trying to fight the botting blight by changing how NPC’s act

I always had a thought that if CCP altered the background ships that pass by far in the background when your in a station to represent only those of real player ships coming & going, just thought it’d be I nice touch

Well, I must say the new Hangar background sounds are definitely much better than the existing sounds.
However I don’t really like the voice broadcasted on a PA system being included. I mean come on, Eve is a futuristic environment filled with high tech equipment, even the rusty buckets that Minmatar fly are still high tech equipment.
I think if you really gotta add some sort of voice over to the background sounds, make it a universal warning notification from Concord informing Capsuleers about Invasion’s and FOB’s in system.
Something like:
Attention Capsuleers…This is a Concord Assembly travel alert…Triglavian Invasion forces and Pirate Strongholds have been detected within a 5 Light Year radius…Consult The Agency when setting destination route and Waypoints…I repeat…This is a Concord Assembly travel alert…

Ock, do you have even the first clue how FW got started?
FW is there as an outgrowth of RPers’ activities. It’s there for people to fight for the empires, against loyalists of the other empire. Its roots go back to things like the Defiants storyline where groups like U’K, PIE, and Aegis Militia were fighting against and alongside live events staffers, and even coordinating entire campaigns with them.
Saying CCP shouldn’t be getting involved in what happens in FW is like saying Mittens shouldn’t be involved in null.

How about changing the “dynamic camera movement” settings so that when every time you dock your not always steered toward always seeing the ass-end of your ship?

Well I will always celebrate the audio team working on audio advancements but I’ve really grown to love that droning hum in Caldari stations. Is it possible to find the audio for it somewhere? I’ve looked and can’t find it anywhere and this is exactly what I was trying to hunt down!
Sad to hear this go to be honest.

For Minmatar I would recommend the sound bite from the game “tiny tank” when the main boss enemy (on the raidio) would play their version of “Machine music” of metallic sounds etc, with the PA of what Nero End suggested for minmatar lol

Amarr stations need - Hymns to the Empress. Sorry everyone but the singing in the background is what made amarr Amarr.

Caldari - Eh do some crazy 50’s propaganda stuff.
