Your already getting close to 100% in every encounter a navy ewar frigate is built for. T2 burst have 7.2 strength so at max frigate level your up to 10.8
A kestrel has 11 one of the highest as far as combat frigates goes. From there you have the ecm skill to counteract the their targeting skill and fittings to push that higher.
Not sure how 7km screwed or not screwed.
For the most part what it would do is give you the ability to break scram. Having only a small window where an unheated t2 scram would be in range but outside the ecm.
Other than that it would be disruptive of any fast cycling weapons under that range. Basically it just gives the gni a soft exclusion zone. If you fall under it.
