So the idea is to get rid of the customs NPC fleets orbiting each gate in highsec (except when they don’t spawn due to the bug). Or in worst case, keep them in the region2region gates (that is at least logical).
If player has illegal cargo in ship’s inventory, then he acquires a permanent suspect flag. This suspect flag will keep the maximum duration until the player gets rid of the illegal cargo then it starts decay as normal.
This makes game more efficient, reduces the NPC spam a bit, allows some smuggler roleplay gameplay again and creates an option for suspect baiters to get suspect flag quickly and easily without need of 2nd party (alt) help. And maybe the list of illegal goods could be also expanded a bit to include drugs again.
Sounds good to me. At minimum the customs agents shouldn’t be able to magically hack money out of your bank account. Either surrender the cargo and pay the fine OR fight/escape them. I think drugs are fine being legal though.
Instead of a complete denial with a BR, just have the NPCs NOT instascan you as you jump in, but have the npc lock you based on your sig, like with players (even if hardcoded vs types of ships). Make it a minimum of 3 seconds. Cloaked status prevents them locking and scanning you, just like with players. This way it fits in OPs way, which I quite like as an idea, and also prepares new players a bit against player cargo/ship scanners.
