With the beginning of the occupation of known Drifter space by the Republic and other factions, we held an emergency meeting to determine how to adapt to this new situation.

Here are your new guidelines that we agreed upon as well as other information we decided you should know:
-You have carte blanche to explore and monitor the “Liberated Barbican” system, since it is occupied by the Minmatar Republic you should be able to study and monitor it as much as you want.
-The “Sanctified Vidette” system is controlled by the Amarr Empire, exercise extra caution if you travel there. If you are there, you will be required to spy on the actions and communications of Imperial scientists and military personnel there.
-The “Conflux Eyrie” system is controlled by the Caldari State, consider it foreign territory rather than an area to be studied.
-The “Sentinel Military Zone” is occupied by EDENCOM, it is possible that they will accept your presence as paramilitary and republic aligned agents dedicated to the study and fight against the Drifter threat.
-The “Azdaja Redoubt” system is controlled by the Triglavian Collective. You will shortly receive more detailed instructions, which are intended for agents of the Pochven Inquest Taskforce, on how to operate within it. We assume that the directives given to members of the Pochven Inquest Taskforce could be useful, to some extent, for those who will monitor Azdaja Redoubt.

Regarding the conflict between the Deathless and the Drifters, you are ordered not to interfere, to let them fight, and to take advantage of the chaos their battle causes to take them by surprise and force them to fight on multiple fronts simultaneously.

Ships, weapons, equipment, as well as Warlord and Shriker blanks are currently being built in the orbital ring around MHC-R3 III, all of this will be provided to you for your operations against the Circle.

You will be supervised by Commander Michael Minate II and assisted by intelligence operatives and warclone officers experienced in combating the Circle.

Jita, The Forge - In this week of various CONCORD meetings about the current year situation, an extraordinary summit has been held by the delegates of the five political entities which occupied a Drifter Wormhole each. The topic of the discourse was the management of the Drifter interactions, divided by 3 questions: Policies regarding the sharing of Drifter Wormhole technologies, Interventions on the hyperspace network manipulated by the Drifters and How to manage the remaining Drifter threat. The five delegates discussed about them and two “factions” formed as three entities and the other two were agree about common decisions; while all of them were agree about adopting experimental approaches on the manipulated hyperspace network instead of revert them or wait for further discoveries at the minimum risks and plan a pushback against the Drifters further instead increasing defences or spending resources on observing them, the question was how to deal with the discovered technologies within the wormhole, precisely about keeping them for themselves or make them public for the rest of New Eden:

  • The EDENCOM and the Minmatar Republic representatives proposed to be open to the technology sharing;
  • The Caldari State, the Amarr Empire, and the Triglavian collective preferred to keep the technology only for the five occupants;

The proposals have been dealt with the same voting system of the Council of Stellar Management and according to this, despite this may not be considered an official declaration by the directed interested entities, the EDENCOM proposal has been chosen. Further rumors indicate the Triglavian delegates aren’t satisfied about the results at all and threatened EDENCOM with hindering activities against this decision. An excerpt from a May 6 news broadcast on the “PAIRC News” channel, a media outlet managed by the Technocratic Council.

As Drifters move hives and labyrinths to New Eden while conducting attacks across the cluster, it has been reported that sites codenamed “Sleeper Foundry” and “Drifter Stockpile” have been detected in Nullsec regions. PAIRC Space Defense Force ships have been sent to monitor the entire MHC-R3 system to locate potential Drifter sites and alert local authorities and other MegaProject member organizations should they find any. The alert status is likely to increase, and civilian protection procedures may be put in place if the Drifters mount attacks across the outer regions, possibly also attacking MHC-R3. It has been reported that fears of Drifter-caused doomsday scenarios are growing everywhere.

This new wave of violence and death caused by this “Wrath of Tyrannos,” also nicknamed “the storm” by some, has led to new humanitarian and rescue missions across the Minmatar Republic being organized by the Technocratic Council, which is encouraging the colony’s inhabitants to lend their support with donations or by joining rescue and relief teams.

Classified documents and videos belonging to the PAIRC armed forces concerning their attacks on Deathless Circle outposts dedicated to Drifter related research have been leaked on GalNet by an unknown source. It is unclear whether this source is an individual or a group, or whether they are part of the colony’s armed forces or another faction.

Some videos were taken by cameras placed on the helmets of warclones participating in the attacks, the filmed fights are very violent and viewer discretion is advised. The most “remarkable” sequences are those involving what are, according to the documents, fights between “Shriker” clones, warclones having been genetically modified to possess incredible physical abilities. The PAIRC armed forces’ warclones are apparently led by a Vanguard-type warclone named “Michael Minate II,” who appears to be a clone of Michael Minate, the founder and leader of our colony. The mobile HQ from which the attacks on the outposts are carried out is said to be Minate II’s recently created personal warbarge, whose class and appearance remain unknown.

The leaks indicate and show that the weapons used by the attacking warclones are experimental weapons created by the Caldari State-aligned Taayusaka Eskeitan corporation, including micromissile-based smart weapons and semi-autonomous drones. Taayusaka has been working on new designs and equipped the raiders with some of these new products for data gathering and field testing. Only one statement by the leak’s source was noted: “It’s one thing to sign a contract with TAAYU to establish a colony or be protected, it’s another to help them in their testing of weapons that will be used for criminally violent acts and then pretend to be committed to protecting the stability of the cluster by fighting pirates.” The source appears opposed to Tayuusaka’s military actions within the Gallente-Caldari warzone, which some consider unnecessarily violent, and this is likely the reason why this leak occurred. PAIRC authorities are actively investigating and searching for the source while citizens fear that their methods will be more intrusive than usual. A dump of files are posted across various extranet forums by anonymous accounts, all with the title of “TRAITOR” and tags including the name “Celeste Etoile”.

Celeste Etoile has shown herself to be a loyal subject of the Amarr Empire. Any crimes that may have been committed, even against allied forces, do not fall under our jurisdiction.” Most of the report is heavily redacted, but seems to concern a cursory examination of Celeste’s activity within the Empires, with Brave Collective, and with Khimi Harar over the past few years, though the specifics are hard to follow given how incomplete the report is.

According to these polls, some citizens believe this is necessary and justified to protect confidential information contained in the colony’s military and scientific zones in order to more effectively fight the Amarr Empire and other threats to the Minmatar Republic. Others believe this is largely offset by the fact that the Technocratic Council’s goal is to make the PAIRC comparable to an Alpha City of the Gallente Federation and that they have so far largely succeeded in doing so, especially regarding quality of life and urban and technological development within the colony.

Critics of the surveillance doctrine acknowledge the quality of the colony’s public services and the importance of protecting confidential information, but believe this does not justify or compensate for the methods of the military police. No comments has been made by the Technocratic Council or any representative about this yet.

An announcement from the Technocratic Council broadcast in the PAIRC media on June 3.

Dear citizens,

We have noticed that some of you are concerned about the future of the colony and your freedom, particularly since we authorized the Watcher to monitor communications within the PAIRC to strengthen security and assist our military police.

We understand your concern, it is true that this is generally a warning sign that a society is about to descend into dictatorship, but that is not our intention. We don’t do this because we are petty tyrants, we do it to ensure order and security within the colony. If we were tyrants, we would have already repressed our political opponents but they are still here, safe, sound and free to think whatever they want. It is hard for us to say but we are obliged to monitor you in this way to ensure the effectiveness of our research and assist the republic as best as possible, we must use every means at our disposal to protect what we create and discover. Those who disrupt our operations or are dangerous to the PAIRC’s and Minmatar citizens will be the only ones against whom the Watcher will be used. It may not be enough to convince our opponents, but we are committed to ensuring that our surveillance doctrine only serves the population’s protection and nothing else, only the most disciplined and dedicated agents will be authorized to access sensitive information collected by the Watcher, and only the most dedicated and reasonable scholars and officers will be able to govern the colony.

Vigilance points are still present within Pochven. We assume that Drifter units assigned to Pochven have realized that they are too valuable to stop building them, or perhaps they do not want to de-escalate their conflict with the collective within the region.

We will continue to study the Triglavian-Drifter conflict within Pochven to verify if there have been any changes in Drifter tactics since the withdrawal of their forces and the victories of occupying forces in their systems.
