In a secure environment you wouldn’t need such devices.
Insta un-dock is a go around a problem that shouldn’t actually be there.
The other two options impact profit in respects to time or financial outlay and negatively affect whatever business operation you have. Again, it is unnecessary and unreasonable that you have to be concerned about piracy in high security areas. There is no logical reason for it especially when such threats can easily be allowed in less secure areas. Technically high sec is not highly secure as it infers.
Put in mechanisms, of which CCP has MANY of, to make highsec much more usable for people who aren’t there for the combat. And they are pretty simple to do.
Gun free zones are VERY dangerous.
Never assume with data. Again, high security should be just that.
True what you say but its MUCH more difficult to do so and the consequences are high. A more relevant equivalency is that if you commit to commerce on the coast of Europe or the united States then you are incredibly safe, but, if you commit off the east coast of Africa you are in great danger as the security level is much lower.
To your initial point security is the central method for attaining safety, so, they are direct equivalents.
I see a lot of mis-references to personal safety and security as opposed to operational. Commerce is different than personal. Commerce is forwarding the wealth and stability of a community. Also, there are a lot of areas in which you don’t need a bouncer as the area doesn’t curry such attitudes. The more hazardous an area you operate in, the more dangerous it is. However, in areas where it matters if commerce operates well a much more safe and secure (notice those go together) environment exists.
That doesn’t fit in with a commercial system. Lore as you call it may say X but especially in areas like Caldari space which is business oriented would NEVER be allowed to impinge upon to operation of the commercial environment as it would negatively impact the economy, the lifeblood of that area.
And a decked out Tornado that can one shot about everything is not exactly a restriction.
Again, the economy would be much more advantageous for everyone if they dealt with the flagrant high sec privacy.

So seeing how this thread is going to go I’ll just put this in, seeing as there really is no likelihood of useful progress continuing to debate.
This is a game. It works the way it does because CCP made it that way. CCP has been very clear they like explosions. The state of HS ganking in general has been addressed by CCP in the past (they don’t have a problem with it). Don’t hold your breath because it’s not gonna change anytime soon.

A decked out Tornado can’t one shot a properly fit Blockade Runner - I collect lots of kill rights on the Jita dock and have yet to lose a ship there. In fact, I’ve survived 2 alpha shots from Tornados in a Viator. It might be safer to use insta-dock bookmarks but what’s life without a challenge!
Good news for the Tornado pilot is that a lot of EVE players are trash at the game. For example:
A properly fit one? Sure a single Tornado may have troubles. But there are plenty of easy kills on idiots who don’t know how to properly fit them that the Tornado gankers are more than able to make their money’s worth.

There’s no piracy in Null, cuz there’s no “laws”. LowSec is a grey area.
The only real piracy is HiSec piracy.
A decked out blockade runner takes over two months to train for the minimums which leaves anyone who is starting out is bad shape.
Problem is that those players are likely not into the combat sense of the game. Pearl Abyss is really hurting themselves with this. It really needs to be created for a wide swath of personalities and not just shooters of things.
Can you first explain why this is a problem?
It reduces the breadth of the environment and who will actually participate. Honestly, with a safer high sec there would be a more vibrant economy and everyone would benefit, including the pirates.
