Yeah, I think the limiting the gains or decreases would have to be a thing. I am thinking a dynamic idea possibly with decay either way might be an interesting concept as well. Take FacPo or Concord where you could change response rates might spice things up a bit to that aspect. Say you attempt a gank on someone with high concord standing and suddenly concord shows up just a bit faster, or where you can slow down FacPo or concord and punch above your weight class in FW or ganking.
And using the bounty hunting through FW option you could possibly engage any agent of that faction, so if youre in Caldari militia itd be any caldari agent in any space for information regarding enemy FW pilots in high sec space in a certain area, perhaps larger area and more precise info ( pilot, ship flown, in space or in station, shorter time duration to attain report) but would be a random target. Think of it like a Dscan of the area around you by solar systems, constellation, region, of enemies but itd only be a single random pilot if there are a few in the area.
An event where capsuleers build or “discover” new smuggling star gates that are old, semi functional tech, with new mechanics to throw you into a system at a random point in space but perhaps gives you a suspect timer and prevents cloaking, possibly a short warp delay as well as your systems “recalibrate” creating a bit of time to hunt them with combat probes.
