Criminal acts in space do not require ganking, such as shooting at Secure Loot Crates or Corp Structures outside of Wardecs or attacking NPC stations or even Billboards at stargates cause you didn’t like the ad onthe TV.
Insurance is I agree it is required to offer some form of compensation if the Capsuleer does not perform a Criminal act in space.
Tether and docking changes that we saw are a step in the direction that can be seen to persuade a Capsuleer to apply their efforts in Faction War and away from Highsec Ganking Non faction war signed up.
I’m not really sure how ‘ganking’ is defined. I only recognize one subset of PvP, and that is suicide ganking. Everything else is just plain-old PvP as far as I’m concerned.
PvP is an import aspect and core mechanic of EVE, as well as an acceptable playstyle. It is the tool with which players resolve all conflicts in the game. It is a requirement. Outside of being docked within an NPC station, you should never be immune to PvP.
Suicide ganking is necessary to resolve conflict in highsec. Without it, scores of players would be immune, disrupting the balance of the game.
There do exist issues with suicide ganking. Any solutions, however, should involve adding more PvP to the game, not less.
