Running Cosmos Agents is not something you can quickly breeze through, a majority of those Agents should be researched first in order to easily complete their missions. In other words, gather intel with reference material and make notes before actually speaking to any Cosmos Agent.
Also some of the Cosmos Agents, like Agent Sokei Kirku, don’t give any Faction Standing increase. Their missions are repeatable and pretty much a waste of time. The link ‘Cosmos Agent Locations & Basic Info Notes’ posted below has that info listed.
For the Amarr Cosmos, most of the Agents are chained together… meaning they give you a specific item for another agent… Agent level isn’t really followed, a Level 2 Agent may send you to a Level 1 Agent who sends you to a Level 3 Agent, etc, etc,…
The Cosmos Agents for all the other Factions can be done in order progressing from Level 1 to Level 4…
When I ran Cosmos, I researched the Agent and tried to gather all the required items first before actually interacting with that Agent. Main reason is some of the items are extremely tough to find. Some items might even need to be purchased from Public Contracts due to constantly being farmed by other players.
Some Agents will probably be sleeping and need to be nudged by GM’s, a couple Agents may even be ‘On Strike’ and just flat out refuse to offer their mission series, even if you have the required amount of Faction Standing.
One last thing, most of the Level 4 Cosmos Agent missions are really tough and having someone fleet with you will make it much easier to complete those missions…

And you know this how? Do you have an Official Statement from CCP confirming it.
Last I heard through the grapevine was only a few of the Agents wouldn’t work. As for support not touching them, just need to escalate ticket to a Senior GM… Like in that other thread where the player didn’t have agent access after completing the first chapter of a Level 4 Epic Arc… After escalating ticket to Senior GM, he reset the agent and told the player that we were right…

Almost every COSMOS agent that I’ve gone to tells me to piss off, even though I have the required standing.
It’s time to move on. What was that mission you could run to exceed a 5.0 Sec Status?
Does anyone run Level 5 Missions anymore?
Are they even worth running?
Does anyone want to run some Pirate Strongholds with me? They’re pretty fun.
Maybe they just don’t like your hairstyle.

Have you cleared all cache files in Esc menu and also verified all downloaded files in the Launcher?
Personally I’d submit a support ticket and definitely escalate it to a Senior GM… And also let him know I’d be running more Cosmos Agents…
By the way, those Security Status missions from Concord Agents were removed a long time ago.

Arcs arent the same. It was either a dev or a gm stated here that they cannot and will not provide support for COSMOS
According to several posts back in 2021, it was ticket correspondence with GMs. Because i mentioned reworking them similar to the arcs, and a dev said theyd have more room to do stuff. But as of right now, no assistance to COSMOS

Doesn’t look very official to me… and from my experience, escalating a ticket to a Senior GM is about the only way to resolve issues…
Anyway, I’d like to see a link to the Dev statement saying they are no longer providing assistance for Cosmos missions…

Ya know what, i know what is in the ticket i was given by a GM. So idgad what you think. They are old as ■■■■ and i dont blame them for not supporting them beyond still being in the game…

Ahh ok, you can’t link an official statement from CCP regarding Cosmos, all you can do is post your own bias viewpoint about it.

Lol, I guess the heat is starting to affect us . I know for sure I can barely keep up with the 40 C here . The two of you are better than this ! 
There is no secret that some of these agents and missions cause trouble. Various CSM teams have brought this to CCP’s attention . The short answer is they are legacy code and it will take too many resources and a hight degree of risk for them to attempt for some fixes.
Some years ago there was a Q&A at fanfest with the devs (can find again the link on youtube , those are a mess when looking for something specific) when a player asked about them , the answer was: " We’re not sure what to do about them… " .
In regards to the ability of the GMs to tamper with them , I have no knowledge of this as I simply had no need to ask for assistance on such matter.
