The Trig pocket is created by a filament you worked to own and choose to activate.
Its nothing like a randomly spawning site.
This should be directly obvious to anyone with 2 brain cells to rub together.

Allowing everyone to use them, wherever they are, would be the rational way to implement these filaments and pockets.
Making them NS exclusive for part of the content causes the problems I listed above.
TLDR: Its your filament. Activate it wherever you want.
Run the full content of it in HS or Player NS.

All the filaments should be runnable, to their fullest extent, anywhere they are activated.

Let them decide.
Whether that is deep in secured Player NS or HS, is up to them.
Neither means they shouldn’t access the full content, when the risk is one of their own choosing.

You are legitimely the worst kind of person to have in a thread, you talk a lot but you do not listen.
That whole argument about “It’s my filament” is as dimwitted as saying “It’s my Titan, I should be able to use it in High-sec”. There is reason why this is not wanted, and this is the same with filaments. And if you stopped posting like a robot and actually listened to what people are saying you would get why.
And to repeat myself,
Different sectors don’t have to offer the same kind of resources out of Trig-pockets. It’s pretty clear to me that High-sec should have easy access to Tier 1-2 without suspect timers in order for the basic resources of Trig-space to find a way out in normal space, so that we have a steady supply of Trig ammos, modules, BPCs, etc… and through it a natural source for the higher tier filaments.
Now the other areas would depend on High-sec for the higher tiers, again creating trade between the other sectors and High-sec out of what they get. If your fear is really a monopoly of Trig resources, the best way to avoid that is to make sure each zones has something the others want, not to equalize everything because in that case the “best” space will be found out and it will be run there and nowhere else.
NPC Null-Sec could have access to Tier 2-3, Low-sec and Player Null-sec to Tier 3-4 with decent chances to get Mutaplasmids, and W-space get access to Tier 5 due to the fact that everyone can have easy access to W-space.
If you make sure that each zone has something unique to offer regarding Trig-space, the monopoly you dread so much won’t happen, and it’s pretty clear that what motivates you is not wanting content for High-sec it is a fear for content in Nullsec.
