A perfectly safe high sec would be introduced to systems of 1.0 to remove any ability for the ships status to exit green (friendly).

A safe highsec had always been on my agenda.
We ask ourselves what system do our skill farming alts sit? 1.0 Why do we keep them there? Because the Keepstar is safe and it is 1.0 Safe.
We know we can undock and fly to Jita 0.9 and things start to become unsafe. That is fine.
Pilots need a place to feel safe, new pilots need to be kept safe until they decide to leave 1.0
Concord is only there to make you feel safe, yet 1.0 systems are open to attack.

Ok. Because these systems have zero risk they must also have zero reward. They will contain no stations, no mining, no combat PvE, and you can not enter them if you have any active PvP flags (including an active war). And they will only connect to a single normal system so they can not be used as shortcuts for travel. The only thing you can do in them is sit in space and chat with your friends.

Yes. It is indeed a shame that the Retriever’s pilot is a bad player and lost their ship to a gank. We should encourage players like this to be better at EVE so they can do the mining they desire. Or perhaps they could just buy a mining permit and follow the rules, if they are not skilled enough to succeed in EVE as a criminal.
I disagree, the 1.0 system rewards would suit the rewards currently available to a new pilot to New Eden.

Nope. Zero risk, zero reward. New players in the 1.0 starter systems are already fully protected, we don’t need to grant protection to veteran players using newbies as an excuse.
