He is saying that he is going to lose ships to me on purpose during the war.
Basically, his bluff strategy of trying to make me go away by making me look like a hypocrite failed, so now he is trying to preempt any losses from the potential conflict by making it seem like they were his plan all along, in order to try to save face and make it seem like he is completely unaffected by this.
It is some next-level bleeding-heart stuff.

Transporting soil to grow crops would make far less economic logistical and practical sense than just growing the crops where the soil came from and transporting harvests. Unless you are communist or something and every stupid thing you do makes sense for political survival. Then just transport the soil and fertilize it with the remains of racists who tell you itās stupid
