I understand what you mean , too many fickle people with maybe good intentions and can’t follow through.
I got sent a short time ago a leaked document from Absolute Order . It was Governor Lee’s plan to take over parts of high sec . It’s not kind or nurturing but how eve is right now it would probably work better than what you was trying to do with HMA .
I’ll send you a copy and you can see what you think , now Governor Lee did say if this gets out they would have a 2nd plan as back up . Which I think they have put into effect , watching their ops of late .

This idea is quite dark and manipulating and fits well with eve . I think we are seeing some parts of this plan being played out in recent high sec events . I’ll mail you info in game later and you will see what I mean.
