I’m no expert on PvP, as I mostly just poke around in EVE a couple days a month.
However, last I checked, EVE has a pretty large set of spaces called ‘lo-sec, null sec, and WH space’ where PvP is the one and only play style. Toss in Faction Warfare and you’re looking at, what, 80% of the game is already pure PvP?
All the “high sec is carebear and must be ganked!” posts sound more to me like “I like to PvP, but I can only win against targets that aren’t ready for me and don’t have PvP builds. CCPLEEZ don’t take my EZ-mode PvP away!”
EVE needs all the players/client base it can get. If 3/4 of the game is already allocated to PvP-only areas, why wouldn’t we make it feasible for PvE players to operate somewhat-safely (not totally safely, but somewhat) in the remaining 1/4?

You are misunderstanding the game. Eve is not divided in PVE or PVP zones, you can do PVE and PVP everywhere and each type of space has it’s possibilities and dangers. In hisec, those dangers are bumpers, gankers and wardeccers. They are well documented. You have to understand that, if mining in hisec is a legit play style, so do ganking. The question is simple what do you do to take care of your security? Do you tank you barge, add ganker corps in your contact list with bad standing, keep a high level of awareness and watch d-scan, chat with miners in your constellation and try to alert them if the baddies enter the area, be aligned? or do you whine on forums because you are unable to play the game? Don’t misunderstand me, i don’t want to be disrespectful, but if people are unable to understand that baddies are part of the game, they are in the wrong place.
It has always been possible to engage in HS. What’s changed is the rules of engagement. You engage someone in an NPC corp or without a wardec in place in direct combat now, you’re concorded. Way back in the time of Steve, you could fly around HS in capital ships.

What I mean with 100% PvP zone is a zone like Highsec or Lowsec where there is no PvE available. That does not exsist.
No, that other discussion was about you not understanding what people mean when they say that EVE is a PvP sandbox. That allone does not mean it’s free of PvE, in fact PvE is everywhere but it is not free of PvP (except Abyssal dungeons)
