First post, newb here, if in the wrong spot please please point me in the correct direction. Scammers need not apply. I got my character on the Monument the first time, but then I rerolled the character. Same name, faction, race, etc. My question is will the name get the chevron, or will it be reprinted because it’s technically a different character?

I think the best would be to ask CCP support directly for an official answer.
doubtful it will receive a titan chevron considering its not the same character technically… though it may depend on what character(s) you also have that have higher SP than the one you had on there the first time.
By the way yes although players mostly interact with eachother based on character name there is a deeper distinguishing factor called the character ID which is unique for each and every character (not account) and as each character (not name) has a different ID it is likely to be the case that the two even if belonged to the same account will not be counted as one and the same.
