In a 1.0 system, which Amarr is, the faction navy spawn will do 969 DPS, neut for 50 cap/sec, and apply multiple webs and tracking disruptors. Does that sound like “impunity” to you, or do you simply want the enemy ships to be instantly deleted the moment they enter your side’s high-sec space?

There is nothing wrong here about the game mechanics, it’s your understanding of them that is lacking. And the longer you pretend it isn’t your fault and rather the game has to change to fit your idea about how it should work, the longer you will not make any progress, be miserable and will eventually quit again.
I know this can be frustrating, I lost my fair share of ships to things I was oblivious about or because of pure miscalculations on my part.
As I understood the OP’s story, faction navy ships were not attacking the Minmatar battleship. Hence, I stated, “The NPC Amarr Navy ships should be on grid attacking this guy.” The “impunity” was directed at the station’s defenses by itself, which are apparently incapable of deterring a single battleship. Now Perhaps I misunderstood him. I interpreted “station security” as station sentry guns. I assumed that if the Amarr Navy had actually shown up a single rattlesnake would be toast.
So you are an explo/indy dude taking part in FW that does not want to PVP and is crying about being shot at by war targets? Now this is interesting.

They absolutely were attacking him; the OP is simply utterly unaware of the game mechanics. Granted, the Rattlesnake was tanking the spawn, but that’s the entire point of that specific setup. In order to tank that spawn, and still have enough tank capacity left over to be able to de-aggro and dock if there’s some kind of trap, the Rattlesnake pilot has to sacrifice pretty much everything else, like lock time, damage, and mobility. That means that the OP was sitting there for tens of seconds before losing the shuttle, and then for tens of seconds again before losing the pod (which happened 4 minutes after the shuttle loss, mind you, so the OP should’ve already comprehended what can happen by sitting there in front of that FW enemy and doing nothing).
This isn’t a game mechanics issue, it’s a room-temperature IQ issue.
Most of the players in FW aren’t there to engage in combat with other players, but to grind PvE. FW is CCP’s masterful attempt at creating a farming utopia where players can grind their ISK while feeling like “elite spaceship captains” because they’re doing it in a “PvP feature,” while never actually having to fight each other. It’s the same exact design methodology toy companies use to make and market “play” tools, so that children can feel that they’re “just like daddy” as they hit the plastic nail with the hollow plastic hammer while daddy is working on putting together the new IKEA furniture.

It’s also the reason the guy used a Rattlesnake for camping the station, it’s one of the few ships that is able to have enough passive shield regeneration to tank that even when completely drained of capacitor.

While this is a cheap version, it can tank 1.8k EHP/s and requires 0 capacitor to function.
If someone could bump it off station and put in another 1k dps into it, it will have trouble. It has no utility or ability to get away or hold someone on grid, so the only people it can kill are people who stick around too long.

Unlike CONCORD, which are intentionally designed so that players cannot tank it, other NPCs play fair. Which means you can design your ship fit and composition to deal with them.
You are complaining about a game mechanic (war targets) and even made a ticket to ask for your stuff back, which you lost in a legitimate PvP scenario. And now you’re complaining about the whole deal on the forums.
It does get pretty close to what people consider ‘crying’.
There are areas of confrontation fro FW which the game indicates.

There is already a Faction Navy shooting him. As Destiny already said, he has planned for this and tried to negate this at a cost to other properties of his ship. You can then do the same and plan and execute counterplay accordingly and punish him for his choices.
That’s playing the game.
Part of joining FW is that you’re from then on part of an active war.
Wars extend to the entire EVE universe, not just FW zones. While the concept of ‘war’ is irrelevant anywhere outside lawful space (because in regions without laws like in null sec and wh space you can shoot whoever you want anyway), this means you can be shot by Faction Warfare enemies wherever you go in high security space after you signed up for FW.
Do not sign up for faction warfare if you’re not ready to deal with being at war.
