I think you rather create a role-playing atmosphere, with this minerbumping bulls hit, it’s rather a joke and people can laugh on your blog posts, screenshots and yes some people can’t split what is the game and what is the reality, because this game sucks their mind and they mix the virtual and pure reality. The topic opener speak about this when mentioned griefing. EVE Online shows similarity with the real world, so people may show same emotions as in the real world. If they forget, it’s still only a game.
Having a sec status of -10 is a badge of honour for outlaws, so they are permanent by choice.
The only ones this proposal would affect are the tornado gankers that alpha blockade runners, etc.; and they’d just extract the skills from one character and inject them into the next. So “permanent” by mechanics would have no effect, because new characters with needed skills are so easy to create now.
Here’s the thing, you are trying to apply morals to a game that is devoid of them. And you’re asking them to do it in an overly complex way.
Literally all you need is a line of code that prevents the safety setting from being set to red in above 0.4 sec. Job done.
Your idea of “meaningful” is a level of permanence that can’t ever be cleared from a character. There are currently no consequences of this sort for anything in the game. You’re asking, essentially, to make a character that performed even a small amount of ganks to be rendered completely unusable for anything else ever again.
Once again, no such consequence exists in the game for anything. Even ruining your standings, as I’m sure you’re well-aware, has a path to recovery, even if it’s a slow and difficult one.
If you want this kind of drastic change to be implemented to the game, you’ll have to actually justify it, instead of merely talking about how you want it.

You are trying to 100 percent divorce the game from real life and it just can’t be done. Whether its practical decisions made by CCP considering the mental reality of its player base, parents of players, or even their own morality, some degree of morality is always going to touch this game, its just a question of what exactly.
I cannot comment on if your assertion has merit because you did not give a quote, but you guys insisting there is zero morality applied to the game play are just plain wrong. There isn’t much compared to RL, but its there.
