So while people are asking how, I’m going to ask why.
The whole point of these wars is they’re fun. While grudge wars certainly do happen, they only last while they’re fun. We literally play this game to blow each other up.
Adding some anti-fun regulatory body sounds… counterproductive.
If you want to do that kind of thing, feel free. But realize that the motivation for the UN in the real world (whether it is a functional body capable of fulfilling that motivation is moot), doesn’t exist here. Nobody cares about a few space pixels getting killed. There are no human rights issues to worry about, and unlike in the real world, conflict is literally encouraged here because there aren’t any consequences.
If anything, we should be encouraging it further. Not mediating it and trying to prevent it.
My takeaway from Empires of EVE is that diplomacy in this game is more about forging agreements with others to pummel enemies you have in common then divvie up their stuff, vs. negotiating peaceful co-existence. Peaceful co-existence is anti-content.
The above-mentioned book/podcast gives examples of peace-making efforts actually undermining alliance leaders by alienating their constituents.
The UN in EVE? Sure, this game could use another layer of corruption. Make sure to use a little Swed… Gallente girl for your next propaganda piece though, it’ll go down better.
