But that is how the previous two chapters worked. Not everything was there from the patch dropping, it built up over some months before the final content arrived.
CCP have not done anything different here to previously.
This also needs to happen, except it must flow both ways. So remote repairing either side (Trigs OR EdenCom) gives a suspect flag.
I did mention that - I used Empire rather than EDENCOM

CCP, I don’t know if you know this, but you’ve made it so players can rep NPCs performing hostile acts on players without there being any possible come back to the players performing the reps. Quite how this got past you I’m not sure.
This kind of act was deemed an exploit and made concordable IIRC many years ago, so it’s odd to see it has crept back in.
Well for now it looks like that trig content is not there, while it´s kinda there… lack of communication is not a great thing.
It was done just recently, part of CCP’s plan for reduced resources.
There is no lack of communication, at least there is no different communication from CCP than there was in the other chapters.
They don’t tell us how to run the sites or how to tip the balances / push the levers, or even when there are levers to push.
This is not “push button receive bacon” content, its stuff that will build over months.
I dont mind having it that way, but people are wasting hours and hours shooting stuff… and it appears to be for absolutely nothing. Do you like your effort being vaporised by someones unwillingness to tell you “that´s not how it works”?
Why would helping the people who control hi sec make you suspect to the people who control hi sec?

Tbh they didn´t build it. They are having fun with npc stations and absolute majotiry can handle it without anchoring any citadels.
You misunderstood. The Empires built HiSec and from that, CONCORD as the police force. And here, players are overtly working against the Empires and CONCORD (unified under EDENCOM) yet experience no repercussions.
At minimum, working with the Triglavians should incur standings losses not unlike performing missions directly against another faction. At maximum, negative security status and revocation of docking rights at CONCORD and Empire aligned NPC stations. The only NPC stations they could find safe harbor in should be those already present in Guristas, Angel, Mordus, Blood Raider, Sansha, Serpentis and maybe Syndicate, Thukker and as a stretch, ORE space.
Both your options (specially maximum one) will kill this content after one conquered system: imagine how many npcs/beacons one should kill/run to tilt just one system, Trig side will simply run out of pilots capable to do something in Empire space while pilots fighting for EDENCOM will literally have 0 consequenses.
Does here anyone think out of the box ? I formulate question for ya…

Great rewards (lasting change, memorialized as someone who helped Triglavians wrest control of systems from CONCORD, permanently shifting security status to your benefit) should have great risks, right?

Great risks - yes. Being unable to participate in content after flipping one system (unless i decide to fix standings, which will demand a ton of mission running, which will make this content last for a millenia without any major changes) - no. You are mixing risks with consequenses.
Tbh: talking about nullsec and no risk is… well… not that bright.

It looks like that CCP is trying to show work, but instead it’s just selling snake oil.
I WAS playing eve since 2006 but no matter what CCP does, this game is running faster than light to a total disaster due to a total lack of respect to the players. We all know that CCP wants MONEY and those “updates” are just a bait with no real improvement.
Good bye EVE, all my seven accounts will be put in alpha mode.
Time to see what other games are around.
