Unfortunately that is not how things work, when dealing with capsuleers and other factions. She was forced to use the less straightfoward means due to the political nature when dealing with others, outside the State. It is a shame that the universe hasn’t desired to take up our efficiency in such matters.

If you provided, verifiable evidence that would warrant the questioning on the Captain, I have no doubt the State would ensure the proper procedures are followed, in short order. No bounty required. Unlike many in the universe, they do not need bribery to ensure proper justice takes place

I am fairly convinced that if my evidence is about “Captain Kim said mean things about the Federation”, which is about the level of “charges” here, no one in the State gives a ■■■■■■■ damn.
Of course, it won’t happen for actual crimes either. Local law and indie capsuleers just does not work that way.

From my understanding, this is an accusation of slander against a person. Not simple Gallente hurt feelings. The matters are different, entirely.

Was anything the person your putting a bounty on said untrue? Prove actual damage caused by his words, you know… Actual slander/liable in a court of law, other wise why waste your time? If you can’t then I guess your trying to work with criminals to take an innocent person hostage. Birds of a feather and all that.

First of all, for the lawsuit of slander you need only fact of slander, which is viewed by a criminal court, if you want a compensation of a damage you file a second following suit to a civil court.
Now, capturing a person for interrogation is absolutely fine, of course you need to present a charge against him for that. Charge might be false - that’s why it is interrogation to find out if that charge can be justified or not. And in this case charge is not slander - but cooperation with enemies of the State. Not sure he can be detained as a citizen of the State, he totally doesn’t look Caldari, but… an enemy is an enemy.
So, basically, if I say “Diana Kim said mean things about X” and present logs, the State will hand you over for interrogation and let a Matari court decide on the facts of the matter?

If the Minmatar wanted you they would file a request for extradition with the proper authorities. You’re just too insignificant to bother with.
