The problem here is that generally in that time spawn an area will completely die, like almost nobody complains about FW anymore because there are no players left in FW.
If you allocate your resources based on the complaints you will slowly reduce your number of playstyles over time.
Like it took CCP over a year to fix cap rolling, and they still have not really fixed caps in wormhole space beyond that in that time like the space has become massively more silent because those players left and are not coming back.
Like the thing that seems to be the core problem is CCP looks at the metrics to find problems in there game fixes those not realizing that often the damage is done once the come with a fix, most of the time the playstyle is dead beyond believe.
Blops dropping again got killed a couple years ago CCP finally looks at it while all the blops hunters left or switch to doing something else like even the best boost to the blops isnāt gonna save that playstyle because nobody that likes it is left.
This keeps happening by the time the realize there mistake the area there fixing is basically dead with no good way to save it and there not introducing anything new because there working purely of metrics from existing playstyles, it leads to a feeling that the game is trying to push everyone into the same playstyle the diversity of playstyles used to be a amazing part of the game, today it seems like you either join a power bloc or donāt bother to play at all,
I mean the game is still very much pushing farms and fields as a meta game, and itās awful awful game design, it was when citadels came out and it is today, it forces the players into a grinding fest it completely change the DNA of eve like we all accepted time based skills because eve was that MMO where you didnāt have to grind to keep up.
Like itās one of the biggest mistakes in the core philosophy to make the game about PvE the same PvE mind you people pay money not to have to do, let that sink in the core activity of the game is so awful right now they company can charge money to skip it.
But this core mistake isnāt getting address because I suspect you and CCP donāt see this as a bad idea and would ideally make more active income ( mining your PI out of the planet anybody ).
All of what you wrote here ignores the fact that weāve been through at least FOUR different voting systems already, all with the same results.
There is NO voting system that can be made that somehow compensates for the fact that most people will never care enough to vote.
Every time someone comes up with some brilliant voting system idea, it takes like 3 seconds to figure out how to game it. We reject voting system ideas because we know that the problem here is PEOPLE not the voting system.

Iāve a long grudge list against Mike, with him pushing for, and praising, many many many game-destructive changes, that caused me to quit the game for months, starting from 2013.
I tried (and asked Mike himself) to come up with anything that was not destructive that came up with Mike on CSM. There is nothing. Mike is not net-negative, Mike is all-negative, and probably the worst of all CSM members of all CSM history. There was a disaster on every year goon bots elected Mike so far, and Mike was there to praise it.
Considering they released Odyssey in June, and Mike was elected and started serving in May, you are REEAAALLLLY stretching to blame someone who just started as a CSM for something that has been in the works from CSM 7.
That was the beginning point. It happened on Mikeās watch as āhisec candidateā, yet he refused to condemn, and more, praised those changes, betraying hopes of all but goons who were on the campaign to get hisec nerfed into the ground (that succeeded beyond expectations).
Then the ore changes. That was completely on Mike, a whole year on CSM. Thatās probably the biggest blow to hisec that was done, completely destroying hisec mining. Numbers alone, it was worse than Removal of Mining from Nullsec that happened recently. Where was Mike? Praising it as usual, in a goon chorus.
